Machinability Cycle-Time Comparator
Two grades both clear the requirement and you have to pick one. This puts the machining time difference in front of you before the quotation does.
Machinability is indexed to SAE 1112 at 160 HB = 100%, the same index used in the material tables on the CNC machining materials guide. The model is deliberately simple: cutting time scales inversely with the index. It is a comparison instrument, not a quotation.

Why setup changes the answer
Setup is paid once and then divided across the batch, so a slow-cutting grade looks worse per part as quantity rises, not better. At single-piece quantity the setup dominates and the grade choice barely moves the total; at 500 pieces it is the whole story.
What this does not model
Tool wear, fixturing complexity and secondary operations are not in here. Titanium and Alloy 718 also consume tooling faster than the index alone implies, which is planned into the quotation separately.
